No, you haven't reached it yet. The game will very clearly inform you when fast travel unlocks.

I drilled through the early game pretty quick. Didn't really start ♥♥♥♥♥♥♥ around until travelling opened up.

Explore into the sunken part of the city to get the main story far enough that they tell you to use teloportation.
