As someone mentioned, he has two shields to watch out for, which he'll usually switch according to your attack. The big round sphere is anti-range, which will gather and deflect a bunch of bullets at once, and can be dodged without much difficulty. The other is like a circular (not a sphere) barrier which is anti-melee.
Those are the two major things.. As with any other fight, just be ready to dodge a lot and you should get through it.
I really dont understand why I would be underleveled. I killed every machine in the desert, did the dude in the villages side quest and a few side quests in the city. only thing i avoided was fighting anyone at the amusement park including the tank only reason I went down the hole is because 9S wouldn't stop saying, hey we should go check out that hole
It's an RPG, you are supposed to do side quests and kill monsters to level up. If you don't level up you can't kill the bosses.
Well I read of some other guy who was level 30 something when he finished Eve which in my opinion was overleveled, I personally was level 22 ish and I felt about right so I sort of agree about you maybe being a few levels under where you should be, because I wasn't trying to level at all, like grinding or anything like that. Though to be honest I took my time and did a ton of sidequests and stuff. I know there are people who beat the entire game with all the endings in the time it took me to finish the first playthrough.
Honestly though your problem is the no health items, you could beat Eve at any level if you had 99 of each healing item like you should. Don't worry about saving your money, go buy all the health items you can. Maybe upgrade your weapons if you can.
