I just kept circling him far outside and just kept range nuking him.
Also try ot use auto item chips if you dont want risk too much during fights.
You have to stock up on healing items, and customize your chips. I always use auto-heal and the one that gives you life when you kill enemies, forgot the name. Also mash dat dodge button son, and lower the difficulty for this fight if you're actually 100% stuck. Even if it's not fun to "cheat" like that, I'd do it just to continue the story.
Sounds like you're like me - you probably did the main plot, ignored all equipment and chips, and tried to play this like an actual Platinum title which can be completed on the highest difficulty level with only stock equipment.
Yeah, don't do that.
This game is not an action game. It's an RPG. You'll need to level up or you're stuck doing chip damage to everything from here on out (especially if you start a new playthrough). The final boss can easily take +45 minutes to slowly chip death if you're severely underleveled only use stock equipment.
Poke around in the RPG stuff, it's unfortunately not optional. Or just lower the difficulty to Easy and let it play itself. The gameplay itself is pretty poor compared to previous Platinum titles.
If you can teleport back to the bunker, you can buy some from the item shop in your quarters.
Otherwise, take a look at your Chips under the Skills menu and see if there's any "Auto-Heal", "Deadly Heal", or "Offensive Heal" chips.
You should be able to get some chips and healing items from those random drops with some luck.
There's even some chips that will increase item drop rates from enemies.
EDIT: When I say "let the game farm", I really do mean just that. If you equip all of the auto-chips, the game will literally play itself. You just need to press B from time to time to pick up items.
