A human corpse that's decayed enough doesn't have genitals either. The corpses in NieR have lost their hair, skin and much of their flesh, so it's not a very good indicator.

But they have emotions and apparently feel pleasure. 9S says showering feels good. He is in pain at a few points. They don't NEED to feel, but they do. If you design a robot and make it look just like yourself and feel, why do you not sculpted genitals as well?

I read the history. They're able to make their own laws now, though. It's kind of pathetic how the censorship laws lead to even more perverted pornography, yet Japan does nothing about it.
