Red dot next to Engels?

How do you start the side quest/red dot that is directly besides Engels (The goliath you take down in the city)

If the quest person isn't there, go progress a bit more in the story / do other stuff.
If on playthrough 2, I don't remember if you can do that.

That is the speedstar , get on the top of the broken highway and you should probably see it

Ya I think that is the racing guy, climb up that piece of broken highway to the top there should be a robot flying around up there.

Speed Star is also kind of buggy. If you fail a race and don't retry right away but go do other stuff, he can move way out of bounds on the map and be unreachable. If he isn't there or is out of reach, go save then reload your game. Seems to fix it most times. I also noticed on PC he seems to not always be at that first spot even when the dot is there. Just keep checking in.

well there are actually 2 one for engels be cause you have to go back to him several times to complete his quest after you repair him and one on top of the overpass for the racing machine
