just restart your game and everything should be fine
Hate to say this but for some reason something sticks when that happens and it will start skipping cutscenes (missed Adam's birth cause of that, but I said oh hell no and then reloaded the game after quiting out and starting it back up). HOWEVER I believe that using Borderless Gaming solves the issue by making it borderless windowed, to be honest I'm not really sure because since I started using the program I mostly just pause it and move to the other screen with my mouse instead of alt+tabbing which hasn't caused the issue.
super weird, I am playing on controller with K+M plugged in so I am wondering if there is some issue with multiple input devices beign active, anyone on just Keyboard and mouse getting the issue?

I ended up solving this issue by playing in windowed mode and using "Windowed Borderless Gaming" to stretch it to fullscreen.
