Heritage of the Past & Game Dev Machine lv1

1. It seems like my scanner won't pick up the signal for the Commandment Plate. How do I fix this?
2. The game dev needs a tri-colour cable form the machines in the amusement park, but they don't seem to drop it at all. I have cleared the entrance area quite a few times now but I just dont get that damn cable. Does it just have a really low dropchance or is this another bug?
