Sometimes I see a chip icon blinking after I level up, and when I check, there is some space that wasn't before.
And there is skills, it is your chips. It just don't work as usual, unlock and its done. You can toogle at your will, and improve it (or mess it up, by forging one that actually costs more to use).
Anyway the pitiful damage you do to enemies that are much higher level is something that could easily not exist with different stat balancing so its not really the systems fault, just whoever balanced the numbers.
Levels give a small bonus on attack and health but are otherwise meaningless. Plug-in Chips and weapon upgrades are far more important.
