I think the point of the thread is that you can already counter by dodging, so what's the point of the counter chip.
i'm pretty sure you do a counter when you attack at the same time as the enemy. Then you add extra damage to this attack.
Counters are done by properly timed dodges, 2B does a special animation where she kinda disapears, this is a timed dodge then you just follow with light/heavy/pod attack, pretty sure this chip just increases this counter attack damage.
Actually, I did a weird animation the last time I played, with the counter chip equiped. 2B stopped the enemy weapon and the guy took a huge hit. So I don't know.

I've been a bit scared to try this, enemies hit like trucks in hard and it's easier to counter atk with the dodge iframes. Is there some iframes with pure counter ?
edit: reading the reddit link, it's apparently super precise timing, so no iframes I guess.
2B will turn greyish like for the perfect evade, so yeah there's iframe. You block the incoming attack to deal extra damage. From what I've read, it's even more powerful than the counter-attack from a perfect evade.
The method to do a counter is to have the counter chip equiped and move the analog stick towards your enemy while he's attacking. It's actually the same timing than for a perfect evade, but you use the stick instead of the right trigger.
Should be manageable then I have no issue doing perfect dodges.
Be sure to save before trying haha. Also I think the best way to try is with the little machines from the Ruined City.
