Why are all the options disabled?

I can only change my graphical settings. Sound, Other, Camera, Game, everything else is greyed out. The "Screen" settings don't even work either. In Fullscreen each individual setting I change(Even if I don't change it from what it was before) will flick the screen to black to recalibrate the settings. Really bad. :/

This a game bug! Please create a problem report. The other posters to this message thread did not offer helpful suggestions, by the way. I have this problem of disabled controls for more than half the Startup Menu options, including Sound, and I observed this problem in 3 different OS's and 2 different hardware setups!
