9S costume is easy to obtain. Just complete the first easy match in the a Forest Arena.
2B costume is hard to obtain. Must complete an her arena, which can be difficult. But as you win more battles, you get items that allows you to change 2B & A2 hair color.
I haven't tried A2 Arena yet.
And after you cleared the game (counting ending C), you'll be able to select and replay each chapaters. So yes, you can replay the game again if you wish to. Your level and items retains, but enemies won't scale to your level. So it might be a bit boring to playthrough again.
That is correct, yes.
It makes very little sense to me. Cosmetic items are supposed to be acquired as soon as you pay for them, or at least at early stage of the game, so that you can go on with the rest of your playthrough wearing those items. Setting a (absurdly) high level threshold to those items are just stupid. Many people completed their first Nier playthrough like at lvl 30-40. So you've probably beaten the game multiple times when you reach lvl 80. At this point, why would I need those costumes anyway? You pay for the costumes, but can't use them unless you've already completed the game? I just can't get it.
