Machine Examination 2 Stuck

Hello, I've been told that the gaps in conversations are done via playtime/realtime instead of main story progress. I've had the talk with him about "countless humans" and I'm wondering when the next possible time to talk to him would be.
I've clocked a total of 28 hours total, proceeded with the main quest as far as I can and I've only managed to progress with him that far, I've also exhausted all other sidequests and thus I have to 1) Just leave the game playing 2) Grind for exp 3) Use Emil to get materials to upgrade weapons.
TL:DR I'm wondering how long between (estimated) do I need to wait to talk to Engels again and is this a bug and should I just continue the game and try his quest on New Game Plus?

Thanks but this doesn't seem to work. I've travelled between access points numerous times and he still says that he's tired. Am I doing it wrong?
