Act 1 basement help

I just got the game and I have reached the basement of act 1.
I understand what I need to do; turn the power switch off and go to the generator.
My trouble is the neighbor. Not only does he seem to turn the power on before I can reach the generator area, but he always catches me before I can even get close.
Am I missing a important mechanic or something or am I just bad at the game?

The important mechanic is making sure the neighbour isnt near the power area. You have to sneak in the darkness to make sure the neighbour dosnt catch you

There is a way to skip the basement, walk all the way to the door you’re supposed to go through and place one of those house painting things, knock it over so you can climb the fence and turn on the generator, then climb out on a mountain of junk and find the door again and go through it! Hope I helped

THANK YOU for that tip.
I thought I never would be able to pass the first act.
Just a Tip for anyone else trying this method to skip the basement, You dont have to get back out of the generator area. Just pause and select restart and the generator will still be on.

You grab one of the fake outside things from the begining, and keep throwing it / droping it against the fence. then you can get over and activate the generator.

Thats not the proper way to do it. You need to find the generator area and you need to turn the power off which deactivates the gate and allows you to turn the generator off

as in you have the monitor thing in the right place but you cannot jump over the fence or as in you cannot gett the monitor thing in the right place to be able to jump over the fence?
