Neighbor camping me at the basement.

At act 1, I got to the basement and went quite far until the neighbor showed up and caught me. Now, whenever I respawn (since we always respawn at the basement now) the Neighbor is camping me at the first room (Right after the washing-machine-secret-door thing). I really can't get in unless I hit him with something and run past him. But that's not the bad part.
The bad part is that i need to switch off the power in the basement in order to open the electric door way down, but since the Neighbor is camping the first rooms, I can't get the power down for long enough for me to get through the door because the Neighr's number 1 priority is switching it back on. Can someone help me?

Stealth and darkness are your friends. Don't run because he hears that, either walk or crawl so he's less likely to hear you. You can literally get right beside him in dark area's with stealth and he doesn't know unless you get unlucky and he decides to turn around and you get directly into his line of sight (within the flashlight basically).

Also, closing up the power box after turning off the power seems to keep him from using it for longer for some reason. (at least that's how it's worked for me anyway) so that's something else to keep in mind when flipping off the power.
