don't focus on single missions, you'll go insane.
What I did was this:
- I killed everything that moved in the Ronachee Church area.
- I located all of the closest black bear need zones.
- At around the need zone times for a couple days, I either ran a perimeter by the need zones while whistling or driving an ATV. If any spooked, I would kinda push them into the Ronachee Church area and I would try my best to not let them back out for as long as I could.
Eventually what happened is the bears created new need zones (or possibly took over the old need zones from the population of animals that I wiped out) near Ronachee Church. At that point, the mission was easily completed.
Since then, I had to use the same tactic for another mission. I believe it was coyotes somewhere near Mount Leviathan. Now I am on the one to kill a male Roosevelt Elk in the Nordon Mines area and again I have no zones or tracks.... so, I'll be doing it again.
I had a few more problematic missions similar to Doc #7 before completing all Layton missions/side missions. These involved other animals and other areas where trying to do what I mentioned before didn't work out so well. This was either because the zone was small and the animals would simply run straight through it, the terrain was too difficult to drive an ATV around, and/or the animals were too fast for me to attempt to contain within an area.
So for those, I took a different approach and it worked very well for all of them. First I deemed the zone and about 500 meters around the outside perimeter as off limits. No hunting there and no travel through it. Then I would spend a couple of hours going through the rest of the reserve killing every single mission animal I came across. If I found tracks for that animal, I would stalk it. They all had to go. After I was satisfied and it started getting difficult to find that species, I would stealthily enter the mission zone and the animal required would actually be there.
I figured that since for every animal I kill another is respawned, if I kept killing that species everywhere but one spot, eventually that one spot would have some.
