Microsoft usually tries to make it sound like they are on the side of cross-plat and sony is the big bad guy who doesn't want it to happen but the reality is Microsoft doesn't want to include Steam in its idea of cross-plat.
Take PUBG or ARK for examples yes they have really been pushing that the new releases of those games coming out soon will eventually be cross-platform but only for those who buy/re-buy the version on the Microsoft storefront. Even the devs of ARK say that it won't work with the steam version saying that that is a diffrent version of the game.
I get that Microsoft wants it's hand in the PC marketplace and it has every right to do things this way, but when they try to paint themselves as being the good guy and Sony being the bad guy it makes them look worse when they aren't even intrested in Steam.
