Volume Fog Quality settings broke?

I have it set to OFF and I still get really thick fog especially at night

It's not fog per se, it's a sort of misty haze. During the daytime it's terrible, especially near water. I've had my own Fog and Heat Haze set to off so I know exactly how much a pita this curve ball they've stuck in the game is. It's something they've added to the game some time back.

Clouds roll in and flow downhill. That's not fog. Misty haze after a rain is also not fog. Blowing snow in Siberia also not fog. Don't know for sure exactly what the devs have decided actually is fog but whatever it is...they've gone overboard in it's use.

Then again.... fog and clouds are the same thing. We only call it fog when we are in the cloud. Really all fog is is ground altitude stratus clouds.... unless you are above 2,000 feet or so in which any kind of cloud can also be fog. (Typically only stratus hangs close to the ground at low altitudes)

Fog: "A collection of tiny water droplets suspended at or near the earths surface thicker than mist, obscuring visibility to less than 1 km". So if you have fog turned off....shouldn't you be able to see to 1 Km? I can hardly see beyond 50 meters when this stuff rolls in. By def that makes it fog. That's why I say this morning mist (which should burn off as the sun rises usually before 9-10 a.m. but doesn't in this game) is seriously out of whack.
