What about your Bloodhound? That dog should still be able to track. If not, then we really have a bug on our hands. I'm going to have a look.
I don't think we could call it a bug if both dogs are working according to the game's requirements and design specifications. This is probably a deliberate design decision by the project team so that players would have to buy both dog DLCs to get tracking and retrieval.
Update: the bloodhound is just fine - the 'Track' command is there.
The retriever only has the 'Retrieve' command.
One could also make the case that the retriever does track the small game animals' trails when you ask it to retrieve - it uses its senses to locate the downed animal, picks it up and returns it to you.
From what content creators like JaxyBeard have said, the retriever is limited to small game - the 1's, 2's, and can only carry back the smaller animals to you. I think if you look at the 'Thoughts and Suggestions' section for 'retriever dogs', most of the threads focus on waterfowl, upland game birds and small mammals, such as rabbits/hares.
