Stop using mods.
If you say so, but this was a known problem with newly introduced weapons starting back with the new shotgun in RDA. Players who were using a mod that increased player speed or decreased weapon sway couldn't aim or fire the new shotgun; and after it was equipped, they couldn't swap weapons until they went to a locker and changed their loadout. When they removed the mod, all was well.
Sounds exactly like what you're describing, and since I don't see a whole lot of others mentioning this as a bug, it's a reasonable suspicion. Mods for this game are unsupported and actively discouraged.
If you're not running mods, then try to re-validate your local game files.
