Howling Wolves on Cuatro Colinas
In a Friends-only two-player session I realized that the distant howling of wolves in Cuatro Colinas is only audible to the session's host, and not to the second player joining.

Yeah, it's client side background noise, not the actual wolves. I don't think it's a bug. Now the fact that wind direction is client side is another of these issues as well. You will find a bunch of these things that have greater and lesser impacts on gameplay, but they all seem intentional for some reason.

Ah that sounds like an explanation, however if it is client sided, shouldn't my mate (who is not the host) be able to hear it as well, just independent from my sounds?

Client side means it's on your personal machine, not the server. So for example, in a shooter, if loot drops are client side, a drop for you won't drop for anyone else, and no one can take your drops. In the context of the hunter, it means that the background howling will be different on every machine connected to the multiplayer game.

If you mean they NEVER hear wolves, it could just be crazy rng, or they could have the sfx in audio turned down too low.

Yeah that's what i meant, and considering we've been playing the map for a while now I doubt it is crazy RNG. That is why I thought it might be a bug. Still, thank you for clarifying :)

It could certainly be a bug in that case. One I wish I had, since I hate constant animal noises that AREN'T indicative of something to hunt.
