However, I have similar problems with some other mission. For example, whitetail deers don't come to South Lake
I was sitting in a small clearing using the caller for quite a while, when a Blacktail doe showed up. It just stuck to the outskirts of the clearing and wouldn't come closer, but was making all sorts of noise, so I finally shot it.
I dropped it, but the noise it was making continued. When I got to the spot, I found several coyotes in the trees right behind the doe. They were just running in circles, as they do in a feed zone. I shot all of them from about ten yards and the mission completed.
I hopped in the game and got the coordinates for the spot. The clearing is at 11,580 x 11,000, and the coyotes were stuck in the tree line to the south, specifically 11,616 x 11,030. Who knows if you'll experience the same bug, but if that pack is tied to the mission, maybe they'll at least cross through the same area.
The annoying thing is...
When I first got here, The coyotes were there, I killed one - The rest I tracked all the way out of the zone, and none have returned since - I've done 4 Night cycles Night -> day and not one coyote or coyote track in the whole area :(
