Report a translation problem
First, in the avalanche studios folder the game's save is placed. currently there are two folders "theHunter Call of the Wild" and "COTW". I have found that "COTW" is the actual current saves folder while "theHunter Call of the Wild" is either the antiquated form of saving or a form of backup. Either way the game will still read from "theHunter Call of the Wild" if there are certain missing files from "COTW". (If you are an older player then backup your save in "COTW" and then delete the file called "playerinformation_adf" and you will find your level and gear reverted or a much older state.)
I mention this in the interest of the development of future workarounds.
Here's how you work around the bug at hand:
First, backup everything (just for safety).
Delete "theHunter Call of the Wild"
Enter "COTW", enter the multi-number-folder
Delete the files "codex_seen_status_adf" and "collectibles_adf"
Boot up the game and you should find that the relic appears.
I have not played with this workaround much after discovering it, it will reset your whole codex but your trophies, guns, level, ect. appear to remain intact. Always back up your saves, and in the words of mister John Taylor
