Unfortunately, it is not possible to transfer DLCs between different platforms.
The DLCs you’ve purchased on Xbox Game Pass are platform-specific, which means that they are not transferable to the Steam version of the game. Each platform operates within its own ecosystem, so purchases made on one platform can't be shared or carried over to another. This is a limitation based on how each platform's store and licensing work, and not something we can adjust on our end.

2 different platforms. MS game pass is through Microsoft and that is NOT Steam... 2 different companies and stores.
I hope you learned a valuable lesson about buying dlc on a subscription based product (MS game pass) vs actually buying the product outright and completely. (Steam)
Tip: Steam Autumn sale starts on November 27th. (8 Days) I would expect this game to have a big discount during the sale. so I suggest waiting before making any purchases.
