Lowering the game setting from Ultra and/or turning off some of the game settings like global illumination, haze, fog etc... can help to reduce game freeze up or crashes. Turning off Windows "One Drive" might also help.
Running the file verification program or re-installing the game is pointless of you are connected to the Steam Sync Cloud when you log into the game after doing either of those things. I recommend doing both if you haven't already tried that.
It can take 2x available free space to download a program than it takes to actually run the program. (Got that tidbit of info from the Steam tech guys).
A couple years ago I saved up my pennies and bought an SSD with a couple TBs of space. Then moved all my steam games/files to it. Haven't had a crash in any game I've played since.
