Have to give BIG credit to you! Because you did what 90% (that overclock that is) don't do, You removed overclock....
It's the first thing an overclocker should do who experiences errors/crashes with ANY game. Remove all overclocking, that means: CPU, GPU and memory (XMP and such) then verify game files, before concluding that it is the game's fault. Then it is legit to start investigate what is wrong.
It should be a pinned subject at the start in my opinion. "Tree rules of COTW troubleshooting"
1. Remove ALL overclocking if there are any: Cpu Gpu and memory overclock. (XMP for example)
2. Verify game files.
3. Try start the game again.

It should be possible using asus gpu tweak to reduce the clock speed, right?
First of all, try using that little thing behind your first word (hello) in your post more often. (had to read it 3 times).
On to it.. I would not be concerned about stock factory overclocked graphics cards because the card is certified from the producer of the card.
That means it will behave just like a non overclocked but with a little more performance boost. The term "Overclocked" is pretty much a word to sell the product..
The industry makes GPU chips, and tests every singe one. Some of them are bad and meets the trash bin, but some of them are "good" and some are "great".
Therefore it is not uncommon for them to sell the "good" chips as standard and those who performed better, they call "Overclocked".... to up the price and make up for the ones that was discarded.
I don't think for a minute that factory overclocked graphics cards is making COTW crash.
It is when you change the standard setup of the graphics card that you could be in trouble.
I think that there is more likely of compatibility issues with other components than the actual graphics card. And they could overclock something else but not the graphics card and make it crash.
So there is so many other things that I would look into before concluding that it is the graphics card.
HOWEVER... COTW is a very sensitive game comparing to other games and that is not totally the devs fault, They had probably different "things" to work with, 2015 or when they started developing the game... probably way before that.
I am however concerned about how the newer generations of graphics card works (or dont work) with older games. Seeing alot of 30xx series having problems with other games than COTW... Im lucky to have my trusted SLI - GTX970 OC...
And I have everything overclocked to the max. Very little problems with COTW
