Report a translation problem
You must first go into the Storage Locker --> Store
and buy the outfit there. Then you can go to the character options screen and wear it.
Also make sure you have the Medved-Taiga and Vurhonga Savana DLC's enabled in Steam (not just installed, the check-mark also has to be turned on for each DLC).
The furry Chewbaka outfit comes with Medved-Taiga DLC:

I had the outfits available to buy without ever having played either DLC map they come with.
Well, there certainly is less reason to spend money once you get to a point where you have most of the in-game weapons and outfits. Ammo is a small investment when you make way more money back from killing stuff.
Unless someone who is over level 30 sprays scent eliminator every minute and sprays scent lures every minute, I dont see them having a problem saving money.
