Yes!!! I have just reported this as well, I hate that this is now a thing! totally messes with my eyes and has ruined immersion for me. I have found as well that it also effects things like looking through the ranger finder...when you disengage from looking through the ranger finder it leaves behind what I can only best describe as a blur, smudge or imprint of the ranger finder that then fades away. No AA settings work, have tried all possible options...lets hope this gets fixed!!
On a side note, I managed to lessen the blur effect quite a bit by using Reshade´s LumaSharpen.
FPS impact: -1 FPS
Display resolution: 2688 x 1512
Nvidia settings: All default
In-game settings: Everything on Ultra/High (Global illumination off)
LumaSharpen.fx
Sharpening strength: 2.700
Sharpening limit: 0.065
Sample Pattern: Normal
Offset bias: 0.800
Right now I have set the Sharpening Limit all the way up to 1000 to lessen the blur effect even more.
