73 with a 1080 but i have my fans on 75% , And thats at a 100hz if I go to 60hz its a lot cooler but my monitor is 144hz and 60 fps for some reason looks like 30fps on it so I play at 100hz - 120hz, It seems like the more fps the hotter because you gpu works hard to give you that frame rate.

Try lowing your hz

83c is no problem at all but normal for many cards. The cards are designed so they can go up to example 120c without taking damage. BUT be aware that once you reach 80-90c the card will start to slow down trying to protect it self from overheating.
So you maybe do not get 100% full speed but only 90%.

Be aware if you have a computer cabinet with a big fan, then on some graphics cards this is actual not such a good solution since it hinder the card in cooling the gpu good enough.
So sometimes it can be a good idea to install something that will protect your gpu from direct "wind" from the fan so it can excaust the heat without having it blowed back into the graphics card.
Just saying maybe try turning of the big side fan and see if this have an effect on your gpu.

Also try to example with your mouth to blow away dust that are stuck in your Graphics card.... ( NEVER use a vaccume cleaner, static electricity ) or take it out of your computer and slowly use high presure air, but before you install the card again, then let it rest on the table for 5 minutes so example "water vapor" have time to dissapear.
I never had issues with high presure air.

If you really want good cheap cooling and dont care about visual or water cooling.. you can build a closed box arround your graphics card and "push" allot of air past the gpu via a tunnel system powered by fans. Then the heat will much faster exit the cabinet.
This is however experimental but it work.

In general there are many 1080 cards, and my best advice no matter what graphics card, then buy a card with 3 coolers.. they are very silent and cool very good.
- never buy the versions with only 1 cooler, i had issues with them the last 15+ years especially with noice.

Your 1080's cooling solution or PC case airflow/cooling is subpar.

i get still 99% power with 83

Make sure all your case fans are working. All case fans should be aligned so as they create an airflow in>out, from one side to the other, front to back. I'm not a big fan of a side fan either. If you install, say MSI afterburner, or EVGA precision, you can create custom fan controls, this might help, if game doesn't balk. Some people have had trouble with applications running in background.

My Asus 1080ti is running fans with 45% and my GPU is about 66-67c :) Allmost all ultra settings with 1440p.

Get water cooler or better airflow inside your case or get both!
