I play on a R7 370 and have barely playable fps on medium settings.
So you probably can't even start the game with a GT 710.

Just use manual fan control and/or fps limiting. My card is terribly loud on auto fan as well, so I set it to 40% and it never scratched 70°C on full load.

you can run it asuming you have decent ammount of ram, a good processor etc and minimum graphics at like 30fps

i had r9 280x 4gb, the game was at low settings with low framerate, i got a new card 1060 strix, and now i can run the game at ultra, with 70fps

Not impossible, i use that GTX 660 at everything Medium, SSAO on, with 1080p resolution, stable 30fps.

EDIT: Everything Medium i meant that Medium preset, i only change the SSAO on that for better visuals and thats it.

He run at medium + some things on low (like shadow : FPS KILLER, ect) + 2/3 effects disable (fog, bloom, ect)
He's at 40 fps (+ reshade for some effect).
Also NVIDIA GTX 660 was the minimal spec so please don't be that kind of guy :)

Of course if you expect all ULTRA with GTX 660, yes, in that case, you will run at 10 fps.
