Report a translation problem
(Haven't tried it myself, I just took a look at the files)
Open game fresh change your settings to what you want but don't go to continue.
Exit game.
Go to:
Defualt save location: ( Documents / Avalanche Studios ) Search: settings.json
change both files to: read-only
(It should prevent settings in game if you change them later, but your current ones should stick)
If you go in and your settings didn't stick...
You can read on below for an alternative idea.

You can editing the .json files in your save location they are not encrypted.
Some reason the game makes duplicates of both files in two different spots in the save folder I'm wondering if that might be part of the issue, so if you do this try changing them both to be the same.
Use something like Notepad++ to look at them.
You can use regular Notepad but it won't look as nice and may not save correctly.
Make a backup of the originals incase something goes wrong.
Again st the files as: Read Only
Most things that are OFF/ON options: 0 = Off , 1 = On
Other ones like Track effects: 0 = Off, 1 = Glow , 2 = Particle & Glow
Ect. should be easy to figure out what you need.
Haven't had them not equip for me. (Not sure how new you are so sorry if this info is too basic)
Step 1: [Make sure you actually are carrying the scope, there is a glitch that causes it to show in the inventory when it's actually in your storage]
Go to your Cache / Storage, drag the scope from the Storage Side to the Backpack side of the screen. Exit Cache.
Step 2: (Esc) open Inventory. Equip your weapon on the Quick Access Bar if it is not.
Step 3: Click the Scope on the right hand side of the screen that you want. Done.
If it's just the scope glitching that is mainly caused if you aim with the bow before using a rifle when first entering the game. (but not always).
If it's neither of those problems.. sorry, wish I could help more, never had that problem.
I am programmer myself, so I really dont see where the problem in storing setting lies. This is THE most basic requirement and should be done in first place! Shame on the developers.
But I should have known it, since I played theHunter classic years before and it had THE SAME PROBLEMS and made me uninstall it within few hours. I would have thought years of development and plenty of time to fix elderly bugs should have been enough but dammit was I wrong... I feel like I have been robbed, bitchslapped and spit in the face...
Of course I have a bazillion of other bugs aswell like misbehaving animals, missing inventory, invisible/unusable tools, no ammo bug, etc.
Dont ever buy a game of that studio anymore. Remember their name: Expansive Worlds / Avalanche Studios.
Gonna refund now. 3 hours on record, but this game is just unplayable!
