You're sending mixed signals.
well if ya want to find them faster you have to activate the lookout points in the area, but you sounded like you didn't even want to do that so dead end roads is another options to find them
You can also setup tents if you have that DLC and use those as fast travel points, but you can only have up to 16 per map, if you can't be bothered to look for the outposts you can instead move your tents around as you work on each area of the map
There is no need to not make them accessible from the get go, other than padding.
You get a map, but you have to trek to every outpost first? Even though they're furnished, have connections to the market, etc.
It's tedium. Needless tedium. The animals are random anyway, so being able to travel to any outpost immediately is not a big deal.
The outlook posts are already marked. Why aren't they hidden? Why don't they need to be discovered and found?
(Because you can't fast travel to them)
How do you make the leap from me wanting the outposts available from the start to wanting others to shoot the animal for me?

But you also get xp and cash for hunting. What if I read about the mountain lions in silver ridge peaks and want to hunt them with my friends, in MP, and we're all new.
Well, guess we all have to collectively walk or drive there.
Or the outposts could be unlocked. If I am interested in mountain lions because I'm hyped for them, then I don't care about the 'lush explorable landscape over yonder' as much anyway, and I'm focusing on the lush explorable landscape in mountain lion territory.
Almost EVERYTHING in this game is beautiful, and allowing the player to go to every outpost, from the get go, does not diminish that.
I was half fuming at the game when I was doing the last bits of the silverridge mountains single player story mission, but despite me having had wroth in the pit of my stomach, I still went wide eyed at this beautiful, meadow like plateau in the northern part of where I was at that point and thinking: Man having a house here would be so awesome.
And this was with rage in my belly, exhaustion from the errands of the NPC voice mail (which I lost identification with long ago at that point because at one time three of the narrators voice lines were playing at the same time, shattering the remnants of believability there) and having explored other parts of the map.
And this particular spot STILL stood out.
And now imagine that without all the rage, without having to slog through errands and doing the rigamarole (and really, the spots ARE somewhat obvious on the map, sometimes they even have light spots in the dark).
I would have loved that meadow just as much, if not more.
if only the ATV was faster though, the 20 - 30mph speed limit is too slow for some maps :/ it took me a while to get all the outposts done even with that, the game has 10 maps total now so that is alot of time just to get those active I can kinda see the op's complaint about it
