Trust me when I say this, even with the current amount of weapons the game is great and well worth the currently twenty dollar price tag. The addition of more guns is always welcome, hoping they don't over do the cost per pack ratio as the games overall price should stick to around $30.
On the modding part; two best guesses:
1) they want to keep control of their game. Their DLC's and patches already monkey stuff up so
who knows what they'd do to modded versions.
2) modding creates too many potential versions for multiplayer in the event they decide to do
tournaments at some point.
