Or, do you have a non-empty list, but your quick access wheel/list is empty?
If it's the first case, then you have a real problem on your hands.
If it's the second case, well, merely setting up a new(empty) loadout and saving it won't populate your quick access wheel. You have to manually populate it from your inventory screen. Once you've done that, the game remembers the state of the loadout/inventory wheel contents, so when you switch between loadouts, your quick access wheel will be updated properly.
You have to do the same steps if you decide to modify a particular loadout, so you add and remove items from the loadout inventory, save it, and then go to Map/Inventory to update your quick access wheel. Things that you removed from the loadout will be gone from the wheel, but things that you've added won't automatically go into the wheel -you have to do that manually.
Hopefully your situation is not the first problematic case, and my second case answer fixes your issues.

Hmm populate from inventory screen? I have no idea how to do that lol, but i will start and check. I thought i looked at everything and clicked on everything i could click on. I'll check and if i find your solution to work im gonna come back and kiss ya. Or at least give you a hug. Digital.
