No, the game is not glitched -it's just that your particular map has a geographic animal population distribution that doesn't put a lot of bears in Balmont. It's a large area of the map, so it's a matter of exhaustive searching. You have to explore the region on foot - sooner or later you'll come across some signs of bears - you might spot one in the distance or hear a warning call: you can then head in that direction and come across tracks.

What you can do to improve your chances:

1. make that the active mission.
2. [Optional: reset the time to early morning - 5am-ish];
3. exit the game;
4. re-enter the game;

As you probably know, when you start up the game and continue, the incomplete assigned missions are set up again to continue (each one at the first incomplete step in the sequence). In your case, the game will probably spawn (with some probability, so it's not a sure thing) a black bear somewhere in the region, hopefully near your location.
It helps to have a tent set up so that you'll come into the reserve at that tent location. You may have to repeat the sequence a few times before you can complete the mission.

I had a similar issue on my LL reserve with the coyote missions in Cheelah and Mount Leviathan. My reserve had plenty of coyotes, everywhere but those areas LOL.
I did complete the missions, eventually, but it was a lot of hard exploring and hunting across many sessions.

It's worth noting that you also can just drive an animal from some other area over into the area you want them to be. You just need to find a track from the right animal in the specified area- Nothing about it having to have started in that area.

Find a bear near the fringes of balmont and spook it towards balmont with a shot to a non-vital area(or in some other manner if you're against unnecessary harm to virtual life, you do you), then give chase at running speed till it's in there and you get credit for investigating one of it's tracks.

Gold advice here for you. Whenever you are doing a mission and you get stuck, get out of game, and hit YouTube. Remember the exact mission name, eg "Buck 14-Kill The Rabid Bear. You'll find there are super helpful videos on there that will help you figure out every single mission you ever could get stuck on. I had to use it to find an ATV. It was in a bush by a rock. I searched for a week off and on, growing more and more mad by the minute. That's when I went to YouTube and searched if the mission was there. It was, so was every other mission. I've used these videos 4 or 5 times now when I got stuck on a mission or figuring out where animals or a place were on a map that I could not for the life of me find.

They really help when you get stuck on absolutely anything in this game. Try them out. A personal special thanks to all the members of our gaming community that take the time to upload them for us all. You save us all epic time, and frustration.

Bears are gone on strike for environmental issues.
