What you can do to improve your chances:
1. make that the active mission.
2. [Optional: reset the time to early morning - 5am-ish];
3. exit the game;
4. re-enter the game;
As you probably know, when you start up the game and continue, the incomplete assigned missions are set up again to continue (each one at the first incomplete step in the sequence). In your case, the game will probably spawn (with some probability, so it's not a sure thing) a black bear somewhere in the region, hopefully near your location.
It helps to have a tent set up so that you'll come into the reserve at that tent location. You may have to repeat the sequence a few times before you can complete the mission.
I had a similar issue on my LL reserve with the coyote missions in Cheelah and Mount Leviathan. My reserve had plenty of coyotes, everywhere but those areas LOL.
I did complete the missions, eventually, but it was a lot of hard exploring and hunting across many sessions.
Find a bear near the fringes of balmont and spook it towards balmont with a shot to a non-vital area(or in some other manner if you're against unnecessary harm to virtual life, you do you), then give chase at running speed till it's in there and you get credit for investigating one of it's tracks.
