Well if you end up enjoying the game you'll probably regret not getting the complete set.
They are bundles on Humble and not related to Steam bundles at all. If you buy them but already own the base game, you won't be able to redeem them because Steam will complain that you already own the game. This is just a guess, if someone managed to complete their DLC collection by buying the bundle, they should post it here.
But you can always redeem them on a new account though for sure.

You never have to create a new account for that.
In this case the dlc seem to be different keys (though I haven't bought it yet so I can't confirm)
If there's 1 key for everything, in 99.9% of the cases you just redeem it and it fills in everything you don't have. You don't get any spares or anything for what you already have though.
In the very very unusual case where you can't activate the key because you have the base game already for some weird reason, Steam actually does have a feature called "remove game from my account" that you can use. They hide it a bit though since its unusual to want to do that.
Its separate keys. You can use the ones you need and give the rest to a friend you want to play with.
But Steam does not really remove the games permanently even if we chose to do so. We can always get them back via Steam support (also a bit hidden). In other words, we cannot re-buy a game that we removed from our account. Also we cannot buy Steam bundles that contain games that have been removed from our account. I'm assuming it works the same for redeeming keys.
Anyway, based on the replies so far, it looks that the DLC have different keys so that solves the issue.
