Even in todays buggy version you can shot the duck floating in the water or above the terrain and it can be harvested then.
From my experience, I've always found a group of ducks any time I strolled by the big lakes. Never needed decoys or callers. You need to be careful though. If you're not seeing any, they probably spooked before you got to the edge of the water and spotted them.
