Best Duck times in Layton Lakes?

At this moment almost never, because ducks are broken - when you hit duck above the water it will sink and disappear.
But when the game will be fixed, then you can prepare up to 10 posts (tent and 20 decoys each) arround the river, and then there will be ducks pretty regularly one place by one all over the whole day. You can travel between the places and even track the need zones to have exact time ranges.
Even in todays buggy version you can shot the duck floating in the water or above the terrain and it can be harvested then.

i just shoot ducks while they are in the water, and they just float to me

Same here, and I nabbed a few over the weekend.

From my experience, I've always found a group of ducks any time I strolled by the big lakes. Never needed decoys or callers. You need to be careful though. If you're not seeing any, they probably spooked before you got to the edge of the water and spotted them.

Hunting ducks is annoying in these days. I am using virant .22LR for hunt, because they are mostly 150 meters and more far away. If I shoot, first duck is fine - floating to me on water. But if I shot down duck from air and body fall to water, duck disappear. Same issue for cinnamon teal and harlequin duck

it sucks that they arent fixing ducks and geese. they are very fun to hunt

There's a lake on the southwestern part of the map, just north of, I think, Roonachee outpost. The outpost sits up on the ridge and you can look down at the lake. In the early morning it's not unusual to see 50 or 60 ducks there.

I had one or two in LL that landed on an island in a lake, which of course I couldn't get to. Annoying to no end. I haven't encountered this yet. In fact I just took a teal the other day, and it landed next to a rock that I couldn't get to, so I thought it was another loss, but it ended up floating towards me veeeery slowly until I was able to harvest it.
