As you'll usually call in new flocks and they supposedly spot decoys from a great distance as well, the fast travel spook doesn't matter too much. So if you wanted, you could place your tent right next to the decoys unless things have changed in the meantime.
Tent: fast travel or assemble/disassembled
ATV: the moment you sit on it
Other than that the animals will run straight into them and not even care
I would notice this when setting up on beaches where each decoy you place takes up a certain amount of that needed space. And by the time you set out a dozen decoys, there's not enough room left for a flock to land. You can't judge this visually. Just because it looks like there's lots of room for a decoy setup doesn't mean there aren't restrictive mechanics involved.
Alot of changes have been made to waterfowling, and many videos are outdated.
Birds aren't spooked by already placed structures, but be aware that there is a bit of a waiting period after setting up a stand/blind where animals will not approach, and that unspecified time period/cooldown is not superceded by restarting a session or time travel/resting. It only counts down while in-game time passes, typically 15 minutes, but also, IMO, depending on degree of hunting pressure in that location.
So don't not just lay out decoys and stands and think something is wrong just because you don't get immediate results. Need Zone timing is also critical just as with other animals. You need to be aware of the types of nearby zones so you can know what to expect.
Another consideration is your shotgun range, and having birds be out of range because they're landing on far side of decoys.
All of this can be easily tested/disproved if you think it has changed.
Not sure about the decoys taking up actual space, either. I don't think they have collissions and at least on land, birds were always happy to land and walk among them. Maybe that was different before or after, though.
As for the water, it might be simply a case of where the decoys can be set up and where the birds can land and swim around. The area where you can set up decoys is close to the shore and the area where birds land a bit farther out, with little overlap, if any.
