In the case of the tiger, it's probably just one animal at a time (if we take the devs at their word) and since the tiger supposedly is hunting the player, it might be more mobile than simply traveling from need zone to need zone, or its hunting need zone is bigger, or maybe it has just super senses.
While the first part is true (only that it's not a circular radius, but irregular area) the second doesn't follow, as several home ranges can meet at a body of water. Like the east side can be part of one home range and the west side part of a second one and the south side part of a third.
At the same time, when you kill a tiger at its drinking zone, there is no guarantee it will respawn at the same lake as there are also usually several lakes or other bodies of water in a home range.
To make things more complicated, home range is sometimes also used by players to refer to the whole range on the map where a species can occur.
