According to Jaxy, there are 16 Tigers (or 18, can´t remember) and even less Snow Leopards.
the only reason I even knew they were there is because I could hear them snarl and I had to actively look for them/ use my dog to spot them.
They are only on the middle and bottom parts of the map. And... indeed you rarely see them, unless you are grinding for them at lakes. Gota hunt em there.
So far I only managed to track down ONE tiger away from a lake (Eating zone). And on ONE occasion I saw both a female and male at the same drinking spot at the same time.

The growl you hear gives you about 10-20 seconds warning from what I've seen with other players, and it seems almost like the tiger weaponizes your panic against you by intentionally making noise so you flail and are less likely to look right at it.
However, if you spot them in time and keep looking at them, they will eventually flee as they realize they have lost the element of surprise, which is some they actually do in real life. nice little bit of realism there.
