One tip: if you have the "Who's Deer?" perk rabbits will come to the grunt tube deer call. If you use something quiet, like the air rifle, you can shoot one and then call the rest back. I've taken 9 without moving my feet in Layton Lakes.
New England and Revontuli are my suggestions. Emerald Coast has a lot of geese near the coast (and crocs are easy money and XP while you are there).
New England is also full of turkeys, which as a native of NH I can confirm is realistic. They're everywhere here IRL and COTW stuffed the map with them as well. Turkey AI is much better than rabbit/pheasant/quail too.
Sadly the AI for small game is lacking in COTW. It makes it the least realistic aspect of COTW in my opinion.
The Cuatro fields are also nice for pheasant, and in TA, turkeys will probably come right up to your stand too, if you pack the callers.
