Because if they bundled up a good 4-8 rifle that has .308 rounds as powerfull in stats as the .300 actually good for 4-9 classes, made the .223 actually capable of reliably killing animals in its class range 2-4 with good range, and a good 22 class 1 weapon it would be INSANE VALUE. Not to mention all 3 of this guns should have 10 round mags.
You simply wouldnt need to buy a single weapon pack forever.
So what they did was they made it looks like a good buy but made it ♥♥♥♥♥♥ by design so you need to buy other dlcs
Five round magazines are more than enough, and I read your review and can't agree with your conclusions. It's OK to see things differently, and I think the modern weapons pack is worth it for the .308 alone.
The .223 is disappointing, I find it less effective than I want it to be in its class, and that's true of the .223 in Way of the Hunter as well. Good ballistic trajectory, high speed, but doesn't have the necessary punch. Accurate, but doesn't hit hard enough. I use the .243 for class 2 and 3 instead.
I use the Virant .22. So I use just the .308 out of this weapons pack and think it was well worth the money. I've probably taken more game with that .308 than every other firearm combined. It works for everything from Fallow and Whitetails to Moose and Elk. Of course the .300 is better against class 8s, but sometimes I want to carry other stuff and the .308 can step up to get the job done, with perhaps a long track afterwards. The .308 is my favorite caliber in Way of the Hunter too.
As far as the class system goes, if you want reliable, you shoot to the low end of the rifles/pistols class. There's typically enough over lap that one weapon's high end is covered as the low for another weapon. You just have to carry a second weapon or get more specific in the animal(s) you want to hunt.

edit: and yeah i agree with what hk and leadmagnet said as being a likely strong reason for the 5rd mag choice too rather than what the dev said in response to that review
