Usually in real life, if not surprised, they just move away from the shore to be in a safer position. If surprised tho, they will indeed panic and fly way.
I think some tweaking are needed.
As for the skill/perk you are referencing, they do different thing, fundamentaly.
The "X" whistle just make thing run/fly away. The perk/skill one make the animal stop moving for a second to get a better shot, then run away.
It's actually the ethical way of doing it, I believe.
I think it is probably intended for them to get scared easier than real life, otherwise you could essentially exploit the ducks for easy inflated XP and money.... seeing as it is quite easy to hit multiple ducks within a few seconds in the game when you get do it right and get them close.
Indeed. It's a question of gameplay balance. I'm not saying that they shouldn't fly away, but not do so the moment you rise your head from the stand!
Strategy don't work? Scrap it and re-think it...
