I know they redistributed some animals, but I'd expect them to still be more present in the less agriculturally used parts.
But then again, I seldom have seen herds without females, except for very small groups of say 3 or 4 males, so that might be a bug.
As a last resort, you could try to reset your animal population file.

Also, before doing anything like that, I'd probably get on my Quad (if you have that) one last time and drive along the mountain street from the deep south near Schonfeldt Bunkers up to Ernsdorf Bridge during the morning or afternoon resting time, continue to Spreeberg Castle, do a right turn after that and drive south to the bridge to see if I can't spook any herds or spot tracks and maybe get off the Quad and follow the river to the west from there (return on the other side) or check around the outpost in the far south west as well again in case you drove them up there.
Like said, they might have adjusted the population (not sure if they did this for Hirschelden, I know they did it for Layton Lakes) so I'd expect there to be some more bison in the north west potentially now, but that little trip should cover most of the area where they always used to be for me.
It's been a while, but I can't remember if identifying male and female tracks is a perk/skill or a base capability, but if you have that, that's a great way to scan more than just visually. Findus' suggestion of an ATV population relocation is excellent.
First of all, thank you for the replies people :D
After scouring the internet in hopes of answers, i took to the guide of resetting my pop file and hoped that would fix my issue, and it actually semi did. I finally found the mystical creature known as a "female bison", and even herds. They do move in herds!! So that's a major plus. However, they don't seem to spawn in Rinderland, which is where i need to shoot them. But that can be worked around, and i've come up with the stupid plan of finding the elusive females and herd them to Rinderland, no matter the distance.
So in conclusion, bison stupid, i try fix, semi work, let's go.
