It's pretty much the case for all the species. The females will be the first to come and the last to run the majority of the time. The males are generally always smarter and more skittish. That's pretty much what the animal "difficulty" level means..... how smart they are, how good all of their senses are, and how easy they are to scare. Certain species the difference is very noticeable while others not so much.
Anyway male roe deer actually aren't very rare at all. So you should get one sooner or later if you're not running around everywhere and being careless and impatient. I find male roes generally more common on Cuatro Colinas, although it seems to be that the highest scoring males are more common on Hirsh. Could just be the luck of the draw with my spawns though.
