Yup. The sale prices still apply to the DLC, and some of it is under $1.50
I won't buy anything from them if they don't even follow Steam rules, nevermind.

They want me to pay $45 instead of $38 because I already bought the base game.
That's the most BS thing I've seen on Steam (and I've completed many bundles).
I don't care how many hours you have in the game, do I know you ?
Maybe I'll spend $10 on DLCs, I'll see, but the bundle would have convinced me to buy everything.
It's a decision their marketing department has made.
From what customer support writes me, they also think it's a very odd decision but point in the direction of the marketing team, they have forward my email to them, but since it was last week and they still havent changed it, i might think they dont care tbh.
Personally I also think this is a ♥♥♥♥♥♥♥♥ move for people who already bought their game, but they will loose out on alot of money this way.
As a good old Danish saying goes (I got the Pig, I set the Price).
Let's see if they are going to change it on Steam summer sale which starts soon. But for now im am not going to buy the expansions one at a time and pay more than New players who buy the full collection.
(fun fact and a bit stupid, you could make a new Steam account and then buy the collection from there... but again.. thats just stupid...)
Then uninstall the game.
Completely remove the game from your library. https://gaming.stackexchange.com/questions/30322/how-do-i-remove-a-steam-game-from-my-library scroll down for relevant reply. edit or easier in steam help select the game, next screen is the remove game from my library option
Then buy the full pack for cheaper.
