How do i get rid of the dog?

Go to an outpost or tent, open your inventory, select the dog, and put him in the kennel.

True but you should never have to tell a hunting dog not to interfere when you are are aiming a weapon. If a dog doesn't stay still and out of your way when hunting, you wouldn't bring it with you, far too dangerous.

The option to make it sit/lay/stay is just a work around for a poorly implemented feature.

dog doesn't push you around when aiming, they changed it to Move out of you way if aiming and its under your barrel, it will move left or right out of the way, only time it doesn't if prone.

As for a hunting dog needed commands, they do in real life. it's an inconvenience as you just can't give it a hand single quickly to heel or get behind etc as it should always be looking at you for commands unless actively tracking, but we hold the command key and select on the wheel. So yes they need commands in real life hunting just EW's implementation should have been key binds for quick commands

Yes it does.

If they have "fixed" it then their resolution is bugged as I still get pushed around. I have also had the dog sit directly in front of me when aiming down the scope to the point where all I can see is it's stupid face staring straight back at me.

You may need to give dogs commands IRL but certainly never 'don't barge into me or stand in my way when shooting'. If the dog hasn't already had these behaviours trained out of it, you don't take it hunting with you.

Um, no. My dog stays just behind me and to my left unless I tell it otherwise. It never gets in front of me or pushes me. I don't need to give it commands to stop when I stop or get out of my way when I turn. If you train your dog properly, IRL, it's a pleasure to hunt with -- not a pain needing constant correction.

Sure, lay down works great for stand hunting. It happens when you're mobile and dog is idle or at heel. I go mobile a lot.

No, it's a game issue. I shouldn't have to tell my dog not to get in my way or push me. Like in my post above, I NEVER have to tell my RL dog to lay down or sit or stay. When I stop moving, my dog stops moving. She's been very well trained, and I love having her with me.
I could see if the in-game dog needed constant commands when it's low level and we're training it, but my (in-game) dog is fully leveled up and still acts like an untrained puppy. It's ridiculous.
Even if they aren't going for realism, the dog should be fun to have along. Constantly giving the same commands every few seconds and constant praise gets very old after a while. As others have said above, to me the dog is more of an annoyance than it's worth, and it stays in the kennel most of the time. More DLC money wasted on nonsense I can't effectively enjoy.

If it's something that doesn't bother you that's fine but to say it's not a game issue is very naive.

Do you think the developers sat in a meeting and decided the dog should be able to push you around and stand in your way?

Or do you think it's more likely these behaviours are a side effect from it's overall code and the develops either haven't or couldn't code it out to stop these behaviours?

I'll say it again along with others above; You do not take a (supposedly trained) dog out hunting who behaves this way, it's too dangerous.
