I'm doing the mission up at them, I've harvested two Mouflon but the mission still show's zero. Do I need to get goat's or ibex

If the mission is to harvest 2 of them within x meters then it's for goats (Ibex). Mouflon are sheep.

I just harvested a south eastern ibex at 26 yards' and still 0 of two goat's less than 32 yards. I was using a bow with the range finder to make sure of my distance. Do I need to use a rifle. Also I was in the prone position.

If I remember right the mission is to hit and harvest them within 30 meters. After goofing up and gut shooting an Ibex, which ran off over 100 meters before dropping, the kill didn't count towards completing the mission. Since then I've just gone for the insta kill.

I remember doing that mission, it didn't matter if it runs away and then dies as I recall; it registers form what distance you made the killing shot. You just have to be particularly close.

30 meters = 32+ yards. So at 26 yards it should have counted
