Even the wolves are mainly non aggressive.
So everything is ok. Except wolves could be less aggressive:-)
Just as in real life.
There are a lot of games with aggressive animals. So if CotW is too boring for you, you will find more thrill in the steam store .
This should be clarified these are CC wolves. the Yukon wolves are worse than rabbits, they run away faster and never attack anymore. I've spent the last 3 weeks in Yukon trying to get a gold wolf and 3 more for the wolf and grizzly mission. Hunting them is a real challenge now that they run so quickly, i had to snipe the gold one at 183m away.
Maybe they're jsut scared of me though, i must be l33t or whatever the kids say now :-P
you haven't played CC in a while then, the wolves there are aggressive. they ran 400m to kill me again after i respawned in the outpost. they're actually fun unlike the Yukon wolves.
Bear's aren't aggressive until you get too close, then it's a dice roll if they attack. Buffalo/Bison are aggressive. Stalking a moose on Yukon i stumbled into a resting zone of bison and became slime on the bottom of their hooves.
Further more, from what you tell, it sounds like this game changed from a hunter simulation to a petting zoo.
Hunting wolves in CC has become beyond easy because all you have to do is jump around to get their aggro. When they are agressive they become super easy to dodge/outheal, and very easy targets for any unscoped rifle. Just shoot their Alpha last and use them as close range target practise. (Or stand in the water and see them form a nice neat line in front of you).
The wolves that scare easily seem much harder to kill as you are required to make long range shots (usually at night).
That being said, I don't care for aggressive animals in general. I know a lot of you want "please kill us more" in this game, but I do not.

when I played 2 weeks ago.
Had 3 solo wolves running from left to right 20 meters in front of me, didn’t care of me or they were afraid as it should be in my Opinion.
Then I had a pack 100 meters away which I shot two of them and they ran away.
It is ok like that.
Don’t wanna get hunted by wolves all the time.... if it happens ok then... but most of the time they should be afraid of the hunter as in real life.
Ecy, Cuatro is the Spanish map with Ibex, Parque is the hunting park from hell which holds the murder buffalo.
