remove it, restart game and go back to same spot and there are tracks and animals.

I've placed tents, tripods and ground blinds right on the need zone tufts of grass and it never caused animals to not show up.
Also, the need zone icon that shows on the map is not necessarily where the animals are going to show up. In fact, it rarely is. It's really just the center of the need zone's AREA. Need zones can have a radius of up to 200m (that would make it 400m across). Ever find animals drinking in the woods far away from the water? Yup. Now you get the idea.
A Need zone typically has MULTIPLE locations within its area where the animals will actually go. These usually show as special looking tufts of grass, mass-of-footprints spots, chewed up rabbits, etc. They glow like tracks and when you interact with them the game will tell you what it is (species, active time, eat, resting, eating, etc. info). Large need zones can have multiples of these locations within their need zone area.
Also remember, animals can sometimes get up and move to a different location within that need zone and resume their resting / eating / drinking activity. There seems to be a random chance they will "up and move" like this even if you don't spook them. All part of the A.I. realism engine, I suppose.
Also remember that they won't always show up at the same location within that need zone each time they visit. It's rather random, for good reason.
As far as "I'm I just having bad luck?" Well, probably, yes. Or you are forgetting about wind and your own scent. Or you aren't using the correct caller or lure to bring them closer to your stand / tripod.
What I've had the most success with is placing 2 tripods or ground blinds at opposite ends of the need zone area. Depending on which way the wind is blowing, I can go to whichever side keeps the wind to my advantage that day.
Obviously, you want to place your equipment a good amount of time BEFORE the animals are scheduled to arrive. Placing tripods, blinds, etc., spooks away animals for a large radius, without any guarantee they will return there that day.
Need zones can be huge. Some may be 200 meters in size, some smaller. That little glowing thing we investigated is located somewhere within the zone, it is not the entire zone. Today we might find a deer muzzle down in the same glowing weed and tomorrow it might be 100 meters or more away chomping on a different one that is located within the same need zone. Today that deer might have fed or drank at a weed in an open grassy area near a pond, lake or river and tomorrow it's inside the tree line 100 meters away where you cannot see it from your blind, tree stand or tripod. At times, focusing our attention on the area around the glowing weed/track circle we find can be like only watching the 10 yd line on a football field while the ball is on the 50.
Not all need zones are visited every day. I've discovered some zones that the target species only visit once every three days during the same time period shown on the weed/circle of tracks I'd found. It seems some animal pathways are relatively short and others are rather extended.

dont get me wrong its an awesome game but you just have to hunt around the bugs
And I have noticed a couple of times where it seemed the positioning of my tent or stand might have affected a spawn point.
I have also noticed that tracks will sometimes go right through my tent.
I have never seen an animal spawn right inside of a tent but I have seen them spawn right beside it.
So there could be a mechanic where if your tent or stand is exactly on top of a spawn point it might cause a terrain conflict or cause that spawn to happen elsewhere.
Only problem is it's impossible to pinpoint, so its hit and miss.
