If your routing to the Steam downloads servers is garbage that is STILL your internet - not the game - being at fault.

did u change your download region?
steam rarely throttles download speeds for me and goes up to 30mb per second downloaded

8mbps is extremely slow for a speed test. That means you are getting only 8mbps connecting to a nearby server which is set up precisely to measure your top potential. This means you'll get like 1 to 3 when connecting to most types of servers.

For example 8mpbs was the average internet speed in 2005. Now average is more like 500 mbps. So 8mbps is less than 2% of the average.

Download starts, but no data reaches you -> Steam shows infinite to very long download time.
As soon as data flows, the estimated time will drop to realistic levels.

Business as usual. Nothing to see.

And I don't know where Captain is fishing for his data, but there are loads of places on this planet where 8Mbps are rare, or maybe reaching usual levels.

I said average speeds, not speeds in places that don't care to upgrade their infrastructure. 8 mbps is incredibly slow for 2020 standards no matter how you slice it

You can try switching download servers unless your net is really just working on potato levels atm.
